GBA “Single Window” both Macau & China Customs Declarations, <Macau→Mainland > Trial Launched
新「一單兩報」服務提升粵澳跨境貿易便利化
The “One Declaration for Two Customs” general goods mode of the Guangdong–Macao Goods “Single Window” integrated service platform (Macau to mainland China) officially went live for trial operation on 02/05/2026, marking a major milestone in implementing two-way processing.
The mechanism links the China (Guangdong) International Trade Single Window cargo declaration system with the Macao Economic and Technological Development Bureau’s electronic declaration (EDI) platform. Through electronic interoperability, exporters on the mainland and importers in Macau can share a single set of declaration data. Businesses only need to submit information once on the EDI platform; the data can be sent to the counterparty’s EDI account and automatically generate the required declaration forms. Macau firms can verify data, adjust landed (import) or free-on-board (export) prices, sign, and complete customs formalities on the platform.
The measure reduces duplicate data entry, cuts labor and time costs, lowers error rates, and shortens clearance times. On the first day of trial operation, companies used the service and reported a smooth, convenient, and efficient process.
While focused on Macau–mainland trade, the new service also strengthens Macau’s air-transport operations for inbound and transit shipments to the mainland, boosting the competitiveness of Macau International Airport. It is expected to benefit express items arriving via Macau from over 10 Asian and Middle East airports (including Turkey), and some Hong Kong importers may view Macau as an alternative secondary port for certain imports.

「粵澳貨物「單一窗口」綜合服務平台之「一單兩報」一般貨物模式(澳門至內地)於2026年2月5日正式上線並開始試運行,標誌雙向通關全面落實的重要里程碑。
新機制透過中國(廣東)國際貿易單一窗口與澳門經科局電子報關(EDI)平台互聯互通,實現申報資料一次填報、兩地共享。內地出口企業或澳門進口企業在EDI平台上只需提交一次申報資料,即可發送至對方EDI帳戶,自動生成所需申報單;澳門企業可於平台核實並調整到岸價(進口)或離岸價(出口),完成簽名後辦理報關手續。
該措施採用電子化、資訊化手段,有效縮短報關時間、降低重複輸入的人力成本與錯誤率、提升跨境通關效率。試運行首日已有企業使用並反映流程順暢、便捷高效。
此外,雖然本次措施重點在澳門—內地貨物流通,但亦有助於提升澳門作為航空中轉樞紐的競爭力。對於經澳門空運入境並轉運至內地的快件,及來自亞洲、中東及土耳其等超過10個航點的貨物,該通關模式可提供額外通道,吸引部分香港進口商視澳門為第二口岸之替代方案。
