有關定期背景調查的新要求 New Requirements on Recurrent Background Check

民航處各管制代理人有關對可接觸空運貨物/相關文件的在職人員所進行的最少兩年一次定期背景調查之新要求。

管制代理人應於2022年7月31日或之前對已受僱滿兩年而符合條件的在職人員進行第一次定期背景調查。有關記錄須在人員的受僱期至離職後一年的時期內保存以供民航處職員巡查時作查核。

定期背景調查紀錄樣本已上載於民航處網頁(https://www.cad.gov.hk/application/RA Sample Recurrent Bkg Check Record_chi.pdf)。管制代理人亦可自行設計合適的紀錄樣本進行定期背景調查。

《管制代理人保安計劃書》和《管制代理人制度空運貨物處理程序》內的相關章節、貨倉和運輸承辦商聲明,以及多個表格樣本亦已根據最新要求進行更新,當中亦包含其他編輯性修改。管制代理人可於民航處網頁(https://www.cad.gov.hk/chinese/newrarform.html)下載最新的《管制代理人保安計劃書》,以自行更換其《管制代理人保安計劃書》內第 II 部分第 11 節的相關頁數作保存,毋須向民航處遞交。

 

HKCAD advise all Regulated Agents (RAs) of the new requirements on recurrent background check to be conducted at least once every two years for existing staff members with access to consignment designated as air cargo and/or related documents.

RAs should identify the applicable staff members who have been under its employment for two years or above and complete the first round of recurrent background check on these staff members by 31 July 2022.  Such personnel record shall be maintained for at least the duration of employment plus 1 year for inspection by the CAD.

A Sample Recurrent Background Check Record template has been uploaded to CAD’s website (https://www.cad.gov.hk/application/RA Sample Recurrent Bkg Check Record_eng.pdf).  RAs may also design their own template to conduct recurrent background check.

Relevant sections in the Regulated Agent Security Programme (RASP) and Handling Procedures for Regulated Agent Regime (Handling Procedures), Warehouse and Transportation Contractor Declarations and various sample forms have been amended to reflect the new requirements amongst other editorial changes. RAs may visit CAD’s website (https://www.cad.gov.hk/english/newrarform.html) to download the updated RASP Part II Section 11 to replace the corresponding page of their own RASP for retention. Submission is not required.
